On the afternoon of August 30th, Ma Wencai, Deputy Secretary of the District Party Committee and District Mayor of Heshan District, conducted an onsite investigation and supervision of key industrial and transportation projects in Longling Industrial Development Zone. He emphasized the need to focus on solving problems and accelerating project construction to provide strong support for stabilizing economic operation, winning the "six battles for development," and promoting highquality development.

Ma Wencai and his delegation visited Hunan Xinliwei New Material Co., Ltd. to gain a detailed understanding of the progress of the project and address difficulties and issues on the spot.

Ma Wencai stressed that we must adhere to the principle of "projects are king" and firmly establish the concept that "seizing projects is seizing development, and seizing development requires seizing projects." We must further increase efforts to seize and promote projects, seize the golden period of construction, and work backwards to complete the construction schedule, fully promoting the acceleration, improvement, and efficiency of project construction. We must adhere to a problem-oriented approach, resolutely implement the central government's investigation and research, the province's "three deliveries, three resolutions, and three optimizations" action, and the municipal party committee's "three actions" deployment requirements. The more difficult the times are, the more we must seize projects and solve problems. Whenever there are problems with a project, we must go to that project to investigate and solve them. Districtlevel leaders should not only be connected to projects but also take the lead in solving problems, using these solutions to drive the actualization and acceleration of project construction. We must adhere to the principle of service supremacy, and in response to issues raised by enterprises such as land acquisition and demolition, land approval, land leveling, procedure handling, road construction, commercial and residential supporting facilities, and construction environment maintenance, the local townships (streets, and parks) should establish a special team to handle these issues, and industry departments should proactively provide frontline services, promptly coordinating and resolving difficult and blocking issues to accelerate the formation of more physical engineering volumes. We must adhere to safety as the top priority, standardize onsite management, strengthen safety supervision, build safe and civilized construction sites, and strictly prevent and control various accidents.
